1.PRINCIPLE ACCOUNTABILITIES
1.1 Communicate with First Assistant Secretary, branches Assistant Secretaries and Sectional/Unit heads of the division and ensure the daily and weekly operations are run smoothly.
1.2 Develop an Annual Master Plan for administration operations to guide the Division in the general conduct of its activities.
1.3 Consult the Division’s Annual Management Report for the major activities and the respective Assistant Secretaries of the Division to prepare and submit the following;
1.3.1 Monthly cash-flow Projection to the Finance Division for prompt release of funds to allow the Division to conduct its business.
1.3.2 Produce Quarterly Budget Review Reports for the activities against budget allocations and seek redress where necessary.
1.3.3 Compile Annual Budget Estimates for the Division in line with the National Education Plan (NEP), 2020-2029 and the Government’s Medium Term Development Strategy (GMTDS).
1.4 Liaise closely with respective Assistant Secretaries and Sectional heads to ensure the following activities and their arrangements are on schedule;
1.4.1 Plan workshops, reviews and conferences’ schedules are organized, resourced and funded.
1.4.2 Create, maintain and up-date the data base for all assets for the Division.
1.4.3 To make advance planning for assets procurement and disposal purposes.
1.4.4 Maintain and up-date the data base for all staff members of the Division to assist in making advance planning for staff appraisals, training, budgeting and other staff entitlements.
1.5 Manage and control all financial resources for the division which the funds are intended for, and ensure that the following are maintained;
1.5.1 Prudent procurement procedures are followed through the supervision of procurement processes according to approved activity plans for each activity.
1.5.2 Efficient maintenance of activities and service agreements are met and regularly up-dated for the smooth operations of the Division.
1.6 Conduct training analysis for all subordinate staff through the following;
1.6.1 Staff Performance Appraisals on a six (6) monthly basis.
1.6.2 Organize On-the-Job Training for all subordinate staff members.
1.6.3 Identify enrichment courses for subordinate staff to increase efficiency and effectiveness at the work place
1.7 Carry out any other tasks as directed by the First Assistant Secretary – Procurement & Logistics.
1.8 Incorporate Gender Equity and Social Inclusion Principles and values of Honesty, Integrity,Accountability, Respect, Wisdom and Responsibility in programs, Activities and initiatives to foster positive work ethics.
2.QUALIFICATIONS, EXPERIENCES, KNOWLEDGE AND SKILLS
2.1 Qualification:
2.1.1 The minimum entry requirement for this position is a Bachelor degree or higher;
2.1.2 Degree in Business Administration/Management or Finance studies.
2.1.3 Post Graduate or Master degree in relevant field is preferable
2.2 Knowledge:
2.2.1 The Education system and its functions and policies.
2.2.2 The Public Service Management Act, Public Service General Orders and the Public Finance Management Act which forms the basis of the day to day operations of the Division.
2.3 Skills:
2.3.1 Budgeting and financial skills

2.4 Experience:
Must have;
2.4.1 5 – 10 years’ experience in Administration operations.
2.4.2 Vast experience in related operational duties.
