Job Description / Responsibilities:

1. PRINCIPLE ACCOUNTABILITIES

1.1 Develop DoE Consolidated Procurement Plan in accordance with IRC procurement practices by conducting consultations with DoE Divisions and Procurement Managers.

1.2 Ensure adequate records keeping and archiving for procurement data in accordance with established.

1.3 Actively promote the procurement function in line with IRC practices and procedures, by raising awareness among DoE divisions.

1.4 Development of professional specialization in procurement in line with IRC practices and procedures by mentoring and coaching of Branch staff.

1.5 Promote IRC procurement practice with due regard to sustainability, ethical purchasing standards and whole life cost.

1.6 Maintain continuous consistent standard of the Branch service delivery and ensure continuous service improvement through analysis of current procurement activities as well as liaison with other branches and external bodies to research best practice and innovative solutions in procurement.

1.7 Incorporate Gender Equity and Social Inclusion Principles and values of Honesty, Integrity, Accountability, Respect, Wisdom and Responsibility in programs, Activities and initiatives to foster positive work ethics.

2. QUALIFICATIONS, KNOWLEDGE, SKILLS, AND WORK EXPERIENCES

2.1 Qualifications

  • Diploma in Office Administration, Management or Finance.
  • Bachelor Degree in Office Administration, Management or Finance is preferable.
  • Membership in (or working towards) relevant professional association (e.g. CIPS).

2.2 Knowledge

  • Knowledge of IRC procurement practices and procedures
  • Public Service General Order
  • CSTB and DOE procurement procedures.

2.3 Skills

  • Effective written and oral communication skills.
  • Ability to motivate self and a team player
  • Attention to detail and analytical skills
  • Customer-oriented
  • Knowledge of Windows based computer software applications
  • Organizational/time management skills
  • Ability to effectively prioritize workload.    

2.4 Work Experience

  • Minimum 5 years’ experience in procurement, administration or finance in a large organization.
