1.PRINCIPAL ACCOUNTABILITIES
1.1 Direct and coordinate the preparation of project submissions for the Department emanating from the divisions, schools, provinces and districts.
1.2 Maintain an accurate and up to date record of all project submissions and reports.
1.3 Examine and follow up project issues and monitor the implementation of projects and provide evaluation/progress reports to senior management.
1.4 Responsible for communicating the infrastructure project reports and assessments to the affected agencies and authorities.
1.5 Assist with the drafting of the Project Proposals, Ministerial briefs, Secretary’s briefs, reply to Donor Communities and other stakeholders
1.6 Assist with infrastructure project situational assessment, research, collection and collation of data required for evaluation of major infrastructure project initiatives consistent with NEP 2021-2029.
1.7 Maintain an accurate and up to date file and record of all the government and donor activities and all submissions and papers emanating from within the department and all relevant government institutions.
1.8 Establish effective links with relevant action officers in other departments and agencies and act as a safe hand courier for important and confidential communication links as required.
1.9 Provide technical support and professional assistance to line divisions in new infrastructure project development.
1.10 Review, analysis and draft new infrastructure projects according to the requirement of Education Acts, NEP 2021-2029 consistent with government requirements.
1.11 Lead and contribute to a positive and effective team building by continuous consultation with all stakeholders and encourage cooperative and best work practices.
1.12 Ensure all educational institutions are aware of the new project initiatives through regular consultations to achieve client’s satisfaction.
1.13 Contribute to maintain performance by ensuring subordinates provide cover and relief assistance to the Unit when required or on own initiatives.
1.14 Incorporate Gender Equity and Social Inclusion Principles and values of Honesty, Integrity, Accountability, Respect, Wisdom and Responsibility in Programs, Activities and initiatives to foster positive work ethics.
2. QUALIFICATIONS, KNOWLEDGE, SKILLS AND WORK EXPERIENCE
2.1 Qualification
2.1.1 Technical qualifications minimum of Master’s Degree or Bachelor of Civil Engineering, Project Management, Land Studies, Architecture and or Building.
2.1.2 Relevant tertiary or post graduate qualification in other Technical engineering is highly preferred.
2.2 Knowledge
2.2.1 Extensive knowledge of the PNG Tendering processes and procedures, PFMA, Governments General Orders, Building Regulations and Acts, education systems, legislation, government policies and the process of education reform is essential.
2.3 Skills
2.3.1 Ability to plan, analysis, delegate and direct work to subordinates.
2.3.2 Skill in effective motivating and leading team to achieve work area targets.
2.3.3 Be able to demonstrate good interpersonal skills and a good team player.
2.3.4 High level of communication both oral and written.
2.3.5 Sound analytical ability to assess project issues and provide advice.
2.3.6 Computer literate.
2.4 Work Experience
2.4.1 Minimum of three (3) to five (5) years’ experience in Project Management, Financial Management and or Business Management is desirable.
2.4.2 Proven experience of project policy, planning & development at national, provincial and district level is an advantage. ● Previous experience in similar work environment is essential.
