1. PRINCIPLE ACCOUNTABILITIES
Strategic Innovation
1.1 Driving innovation in public school education and training including implementation of key education focus areas.
1.2 Develop and provide high level strategic policy advice to the Secretary and Minister on all matters within the Wings area of responsibility.
1.3 Foster and encourage the development of a positive and collaborative working relationship between the Teacher Education, Vocational Education and Training (VET) and Designated Schools Operation Divisions.
1.4 Develop, in the Wing, a strong focus on service delivery and flexible management of resources to enhance educational outcomes and support for staff across the Teacher Education, Curriculum Development and Assessment, Training and Designated Schools Operation Divisions.
1.5 Strategically enforce the development of leadership and management skills of officers within the Wing through the modeling of good practice, coaching and supporting/encouraging staff to undertake appropriate training programs.
1.6 Provide strategic constructive feedback on the directorates work performance, both formally and informally, to staff based on agreed tasks and performance indicators identified with the staff member.
1.7 Incorporate Gender Equity and Social Inclusion Principles and values of Honesty, Integrity, Accountability, Respect, Wisdom and responsibility in programs, activities and initiatives to foster positive work ethics.
2. QUALIFICATIONS, EXPERIENCES. KNOWLEDGE AND SKILLS
2.1 Qualifications
2.1.1 Master’s Degree in Educational Management/Leadership/Administration
2.1.2 Master’s in Public Policy and Management is advantage
2.2 Work Experience
2.2.1 Extensive experience in senior management positions in two or more of the following functional areas: Teacher Registration & Professional Development, Flexible Open & Distance Education, Inclusive Education, Vocational Education & Training and General Education services.
2.3 Knowledge
2.3.1 Excellent understanding of the government machinery.
2.3.2 Extensive knowledge of the Teaching Service Commission Act, Public Service General Order, Public Service Finance Management Act and other relevant legislative provisions.
2.3.3 In-depth understanding of PNG National Education policy and government directions in respect of education.
2.3.4 Extensive knowledge of PNG National Education policy and government directions in respect of education.
2.3.5 Knowledge of curriculum development and standards systems.
2.3.6 Knowledge of key education and training issues.
2.4 Skills
2.4.1 Comprehensive management skills and experience, including strategic leadership, people and financial management skills to ensure the effective utilization of resources, to lead staff in the achievement of objectives and to manage conflicting priorities, timeframes and complex issues.
2.4.2 Strategic analysis, research, planning and advisory skills, combined with creative problem solving skills to enable the development of successful strategies and solutions and for making decisions/recommendations based on sound judgments.
2.4.3 Significant skills in the successful management of organizational, program and cultural change.
2.4.4 Demonstrated capacity to drive programs and initiatives to achieve high quality outcomes.
2.4.5 Outstanding interpersonal skills, oral and written communication skills.
