1. PRINCIPLE ACCOUNTABILITIES
1.1 Ensure that NCD Schools Institution receive such approved and necessary Administrative Services as provided by both the Division of Education and the National Government
1.2 Ensure that NCD Schools are well administrated by the Head teachers and governed by the Board daily.
1.3 Co-ordinate and maintain that all appointed teachers are at work from daily and carrying out their normal duties as required by the Department of Education.
1.4 Ensure that all Schools Coordinators (Elementary, Primary, High/Secondary and Vocational) to visit schools regularly and monitor the teacher’s movements.
1.5 Maintain a register of all permitted schools and ensure that all regulations of permitted schools are compiled with.
1.6 Incorporate Gender Equity and Social Inclusion Principles and Values of Honesty, Integrity, Accountability, Respect, Wisdom and Responsibility in programs, activities and initiatives to foster positive work ethics.
2. QUALIFICATIONS, EXPERIENCES AND SKILLS
2.1 Qualifications
2.1.1 University Degree in Education or Human Resource Management from recognized institution.
2.1.2 Masters in Educational leadership is preferable
2.2 Knowledge
2.2.1 Excellent understanding of the machinery of government.
2.2.2 Extensive knowledge of the TSC Act, PSGO, PSFMA and other relevant legislative provisions.
2.2.3 In-depth understanding of PNG National Education Plan (2007-2014) and government
directions in respect of education.
2.2.4 Sound knowledge of principles and practices of management and leadership.
2.3 Skills
2.3.1 Comprehensive management and leadership skills, including strategic leadership, people
and financial management skills to ensure the effective utilization of resources.
2.3.2 Demonstrated capacity in program development and implementation through leading staff
in the achievement of high quality outcomes and to manage conflicting priorities and
time frames.
2.3.3 Exceptional analytical, research, planning and advisory skills, combined with creative
problem solving skills to enable the development of successful strategies and solutions and
making sound decisions to achieve program objectives.
2.3.4 Exceptional skills in the successful management organizational, program and cultural
change.
2.3.5 Exceptional oral presentation, interpersonal and written communication skills.
2.3.6 Exceptional negotiation, representation skills.
2.4 Work Experience
2.4.1 Should or must have 8-15 year’s senior management experience in a complex and diverse organization.
