Designation : PROJECT OFFICER - CIVIL ENGINEER (Code- EDU23-00501)
1. PRINCIPAL ACCOUNTABILITIES
1,1 Coordinate the preparation of project submissions for the Department emanating from the divisions, schools, provinces and districts.
1.2 Examine building designs and proposals of new constructions and monitor the implementation of projects and provide evaluation/progress reports to senior management on engineering matters.
1.3 Responsible for communicating the project reports and assessments to concerned authorities and divisions within DoE.
1.4 Assist with the drafting of the Project designs and building costs estimations, Project Proposals, Ministers briefs and Secretary’s briefs.
1.5 Provide technical support and professional assistance to line divisions in new project development engineering.
1.6 Lead and contribute to a positive and effective team building by continuous consultation with officers in the divisions and encourage cooperative and best work practices.
1.7 Incorporate Gender Equity and Social Inclusion Principles and values of Honesty, Integrity, Accountability, Respect, Wisdom and Responsibility in Programs, Activities and initiatives to foster positive work ethics.
2. QUALIFICATION, KNOWLEDGE, SKILLS AND EXPERIENCE
2.1 Qualification
2.1.1 Minimum Bachelor of Technology in Civil/Electrical Engineering, Architecture and or Building is desirable.
2.1.2 Relevant tertiary or post graduate qualification in Project Management is also preferred.
2.2 Knowledge
2.2.1 Extensive knowledge of the PNG education system, education legislation, government policies, and the process of education reform is essential.
2.2.2 Also equipped with background information on Building Acts and Regulations, Physical Planning Acts and the Public Tendering Processes and Procedures.
2.3 Skills
2.3.1 Ability to plan, analysis, delegate and direct work of other team members.
2.3.2 Skills in effective motivating and working as a team to achieve work area targets.
2.3.3 Be able to demonstrate good interpersonal skills and a good team player.
2.3.4 High level of communication both oral and written.
2.3.5 Sound analytical ability to assess project issues and provide advice.
2.3.6 Computer literate.
2.4 Work Experience
2.4.1 Minimum of five (5) years’ experience in Project Management, Architectural Drawings & Designs, Landscaping, Site Engineering and Building & Construction Industry is desirable.
2.4.2 Proven experience also in policy, planning & project development at national, provincial and district level is an advantage.
2.4.3 Previous experience in similar work environment is essential.
