Job Description / Responsibilities:

1.PRINCIPAL ACCOUNTABILITIES: 

1.1 Drive the development of strategies to implement and assessment the achievement of divisional priorities by provide strategic leadership and continuous improvement.

1.2 Achieve competing divisional priorities by mobilizing and managing resources, promoting and encouraging team work through modeling good practice.

1.3 Develop and monitor the implementation of the annual divisional strategic and operational plan and report on achievement of performance targets. 

1.4 Ensure development of education policies, research and data analysis, and planning activities to meet the changing needs of the education system and providing relevant information and data for better management decision to improving the education system. 

1.5 Hold regular divisional meetings to develop and implement strategies to address problems affecting efficient implementation of divisional activities, and communicating relevant information from the management team. 

 

2.QUALIFICATION, EXPERIENCE, KNOWLEDGE SKILLS

2.1 Qualification:

2.1.1 Tertiary qualification in Education Administration or related areas.  Completion of a master’s degree or doctorate qualification is highly desirable.

2.2 Experience:

2.2.1 5-8 years’ senior management experience in the in a complex and diverse organization.

2.3 Knowledge:

2.3.1 Excellent understanding of the machinery of government.

2.3.2 Extensive knowledge of the TSC Act, PSGO, PSFMA and other relevant legislative provisions.

2.3.3 In-depth understanding of PNG National Education Plan (2015-2022) and government directions in respect of education.

2.3.4 Sound knowledge of principles and practices of management and leadership.

2.4 Skills:

2.4.1 Comprehensive management and leadership skills, including strategic leadership, people and financial management skills to ensure the effective utilization of resources.

2.4.2 Demonstrated capacity in program development and implementation through leading staff in the achievement of high quality outcomes and to manage conflicting priorities and timeframes.

2.4.3 Exceptional analytical, research, planning and advisory skills, combined with creative problem solving skills to enable the development of successful strategies and solutions and making sound decisions to achieve program objectives.

2.4.4 Exceptional skills in the successful management organizational, program and cultural change.

2.4.5 Exceptional oral presentation, interpersonal and written communication skills.

2.4.6 Exceptional negotiation, representation skills.
