Job Description / Responsibilities:

1. PRINCIPAL ACCOUNTABILITIES:

1.1 In close consultation with the Assistant Secretary, Managers and Sectional heads of the Division, develop an Annual Master Plan for administration operations to guide the division in the general conduct of its activities.

1.2 Consult the Division’s Annual Management Report for the major activities and the respective Managers of the division to prepare and submit the following;

  • Monthly cash-flow projections to the Finance Division for prompt release of funds to allow the divisions to conduct its business.
  • Produce Quarterly Budget Review Reports for the activities against budget allocations and seek redress where necessary.
  • Compile Annual Budget Estimates for the Division in line with the National Education Plan and the Government’s Medium Term Development Strategy as well as other Government Policies and Directives or plans.

1.3 Liaise closely with respective Assistant Secretaries within the division to ensure the following activities and their arrangements are on scheduled as planned;

  • Planned workshops, reviews and conference schedules are organized, resourced and funded.
  • Create, maintain and up-date data base for all assert for the division to make advance planning for asserts procurement and disposal purposes.
  • Create, maintain and up-date data base for all staff members of the Division to assist in making advance planning for staff appraisals, training, budgeting and other staff entitlement.

1.4 Manage and control all financial resources for the purpose for which the funds are intended and in doing so, ensure that the following are maintained;

  • Prudent procurement procedures are followed through the supervision of procurement processes according to approved activity plans of each activity.
  • Efficient maintenance activities and service agreements are met and regularly up-dated for the smooth operations of the division.

1.5 Develop procurement plan by liaising with branch heads to identify ICT and other operational requirements and liaise with procurement division to procure items.

1.6 Carry out any other tasks as directed by the First Assistant Secretary – ICT.

1.7 Incorporate Gender Equity and Social Inclusion Principles and values of Honesty, Integrity, Accountability, Respect, Wisdom and Responsibility in programs, Activities and initiatives to foster positive work ethics.

2. QUALIFICATIONS, KNOWLEDGE, SKILLS AND EXPERIENCE:

2.1 Qualification:

2.1.1 Grade 12 level of Education

2.1.2 Diploma in Office Administration/Management or Finance studies.

2.1.3 Appropriate University Degree or further qualification in Finance is preferable.

2.2 Knowledge:

2.2.1 Ability to plan, manage and support Information and Communication Technology relevant to the section for a large organization.

2.2.2 Be Knowledgeable of the PFMA, PSGO and the Education Act

2.3 Skills:

2.3.1 Proven administration and planning ability if a high order.

2.3.2 Personal qualities of leadership and initiative.

2.3.3 High communication and public relation skills

2.3.4 Have adequate skills in Program budgeting and financial planning.

2.3.5 Able to use financial applications for financial transaction, budgeting, reporting

2.3.6 Good review and reporting skills.

2.3.7 Computer literate in Microsoft office applications as well as web based applications.

2.4 Work Experience:

  • Must have 5 – 8 years of similar experience with the Department or Division in planning, organizing and coordination the administrative operational activities.
