1.Principal Accountabilities:
1.1 Design, plan, manage and coordinate assigned research programs and activities consistent with the Department’s priorities
1.2 Design and develop policy frameworks and submissions
1.3 Liaise with the Departments Divisions and Branches in identifying research needs.
1.4 Ensure that research findings are disseminated to relevant divisions and branches in an appropriate manner.
2.QUALIFICATION, EXPERIENCE, KNOWLEDGE, SKILLS
2.1 Qualifications
2.1.1 Trained teacher with appropriate university degree in education or social policy or public policy management preferably with research component in the course work. A candidate with post graduate research based degree is desirable.
2.2 Experience
2.2.1 Two to five years broad work experiences in education including classroom teaching both in rural and urban schools. The incumbent must demonstrate evidence of conducting, managing and planning research activities is highly desirable.
2.3 Knowledge
2.3.1 Have sufficient knowledge of PNG National Education System, education policies, education reform and government reform programs.
2.3.2 Have sound knowledge of different research approaches and methodologies
2.3.3 Broad knowledge and understanding of statistical functions and analysis
2.3.4 Understands information sources, data collection, data analysis and reporting strategies
2.3.5 Understand effective communication approach and strategies
2.3.6 Understand effective consensus building, team management and negotiation skills
2.3.7 Recognises and understands cultural diversity
2.3.8 Sound knowledge of the Public Finance Management Act and General Orders
2.4 Skills
2.4.1 Organise time and resources efficiently and effectively with a range of people
2.4.2 Ability to work with minimum supervision
2.4.3 Proficient in computing and data analytic skills
2.4.4 Working under pressure and meeting datelines
2.4.5 Conduct internet research
2.4.6 Design, develop and conduct basic research, monitoring and evaluation training
