Designation : PROJECT OFFICER - VALUER/ QUANTITY SURVEYOR (Code- EDU23-00543)
1.PRINCIPAL ACCOUNTABILITIES
1.1 Coordinate the preparation of project submissions on valuations of projects, schools and other infrastructures for the Department emanating from the divisions, schools, provinces and districts.
1.2 Maintain an accurate and up to date record of all reports and information on valuations.
1.3 Examine reports and proposals on values of new constructions and monitor the implementation of projects and provide evaluation/progress reports to senior management on all matters.
1.4 Responsible for communicating the project reports and assessments to concerned authorities and divisions within DoE in relation to all projects valuations and building costs.
1.5 Assist with project situational assessment, research, collection and collation of data required for evaluation of major project initiatives consistent with NEP 2021-2029.

2.QUALIFICATION, KNOWLEDGE, SKILLS AND WORK EXPERIENCE
2.1 Qualification
2.1.1 Technical qualifications minimum of Bachelor of Technology in Land Studies, Engineering, Building and or Architecture is desirable.
2.1.2 Relevant tertiary or post graduate qualification in Project Management and Real Estate Management is also preferred.
2.2 Knowledge
2.2.1 Extensive knowledge of the Valuations of Schools and Institutions, PNG education system, education legislation, government policies, and the process of education reform is essential.
2.2.2 Equipped with background information on Building Acts and Regulations, Physical Planning Acts and the Public Tendering Processes and Procedures.
2.3 Skills
2.3.1 Ability to plan, analysis, delegate and direct work to other team members.
2.3.2 Skills in effective motivating and working as a team to achieve work area targets.
2.3.3 Be able to demonstrate good interpersonal skills and a good team player.
2.3.4 High level of communication both oral and written
2.3.5 Sound analytical ability to assess project issues and provide advice.
2.3.6 Computer literate.
2.4 Work Experience
2.4.1 Minimum of five (5) years’ experience in Property Valuations, Project Management, Surveying & Subdivision Designs, Landscaping, Site Engineering and Building & Construction Industry is desirable.
2.4.2 Proven experience also in policy, planning & project development at national, provincial and district level is an advantage.
2.4.3 Previous experience in similar work environment is essential.
