1. PRINCIPLE ACCOUNTABILITIES
1.1 To provide strategic leadership
1.2 Formulate, review and implement GTFS policies and developmental plans every 2/3 years.
1.3 Achieve the goals of the National Education Plan (2020 – 2029), MTDP 3, Vision 2050 and the
MDSG.
1.4 Implement the divisional priorities (KRA) and assess divisional achievement
1.5 Mobilize and manage resources dutifully
1.6 Promote and encourage team work
1.7. Monitor and submit timely report to Deputy Secretary – Policy & Provincial Support
Directorate.
1.8 Attend management meetings
1.9 Promote and maintain strong communication links internally / externally.
1.10 Ensure disciplinary actions are carried out effectively in the division.
1.11 Plan regular divisional meetings to address matters of concern
1.12 Incorporate Gender Equity and Social Inclusion Principles and Values of Honesty, Integrity, Accountability, Respect, Wisdom and Responsibility in programs, activities and initiatives to foster positive work ethics.
2. QUALIFICATIONS, KNOWLEDGE, SKILLS AND WORK EXPERIENCES
2.1 Qualifications
2.1.1 Master’s degree in Education with additional qualification in Business Administration or Management.
2.1.2 Relevant postgraduate degree in Executive Business Accounting is desirable.
2.2 Knowledge
2.2.1 Knowledge of Public Finances Management Act (PFMA)
2.2.2 Knowledgeable of the subsidy policy, processes and procedures.
2.2.3 Financial knowledge of the acquittal process.
2.2.4 Knowledgeable of National Education Plan (NEP) 2020 -2029, PFMA, PSGO, DoE policies
2.3 Skills:
2.3.1 Strategic Leadership skills
2.3.2 Administration & Planning skills
2.3.3 Financial management skills
2.3.4 Research and analytical skills.
2.3.5 Interpersonal skills
2.3.6 Communication, both written and oral.
2.4 Work Experience
2.4.1 Eight (8) to ten (10) years of experience in senior management positions.
2.4.2 Management experience in supervision and administration is desirable.
2.4.3 Must be computer literate at intermediate or advance MS Word,
2.4.4 Power Point and MS Excel is an advantage
2.4.5 Formulation of policy papers.
