Designation : SNR MONITORING & EVALUATION OFFICER (Code- EDU23-00550)

Job Description / Responsibilities:

1.PRINCIPAL ACCOUNTABILITIES:

1.1 Design, plan, manage and coordinate the monitoring and evaluation programs consistent with the Department’s priorities

1.2 Design, plan and evaluate DOE policies performance against the stated goals

1.3 Design, plan and develop monitoring and evaluation plans, frameworks and specifications

1.4 Performance reporting to executive managers on the performance of policies, projects and programs

1.5 Design, develop and conduct basic monitoring and evaluation training programs

1.6 Monitor and evaluate programs, projects and policies at the national and provincial levels

1.7 Monitor and evaluate national, provincial education and district education plans performances 

2.QUALIFICATION, EXPERIENCE, KNOWLEDGE, SKILLS:

2.1 Qualifications

2.1.1 Trained teacher with appropriate university degree in education or social policy or public policy management preferably with research and evaluation component in the course work. 

2.1.2 A candidate with post graduate research based degree is desirable.

2.2 Experience

2.2.1 Must have five to ten years’ experiences in planning, managing, designing and implementing educational and social monitoring and evaluation activities in PNG or in developing countries. The incumbent must demonstrate evidence of high level management of monitoring and evaluation activities. 

2.3 Knowledge

2.3.1 Comprehensive knowledge and understanding of social and educational monitoring principles and practices

2.3.2 Broad knowledge and understanding the theories of monitoring and evaluation approaches

2.3.3 Broad knowledge and understanding of statistical functions and analysis

2.3.4 Understands information sources, data collection, data analysis and reporting strategies

2.3.5 Understand effective communication approach and strategies

2.3.6 Understand effective consensus building, team management and negotiation skills

2.3.7 Knowledge of the philosophy and history of education

2.3.8 Recognises and understands cultural diversity 

2.3.9 Knowledge and understanding of PNG education system, education legislation, educational policy and educational reform

2.3.10 Sound knowledge of the Public Finance Management Act and General Orders

2.4 Skills 

2.4.1 Leadership and management of social monitoring and evaluation practices

2.4.2 Leadership and management of government policies performance monitoring and evaluation

2.4.3 Design, plan and develop monitoring and evaluation plans, frameworks and specifications

2.4.4 Supervision, facilitation and coordination of outsourced monitoring and evaluation studies

2.4.5 Performance reporting to executive managers on the performance of policies, projects and programs

2.4.6 Design, develop and conduct basic monitoring and evaluation training 

2.4.7 Monitor and evaluate programs, projects and policies at the national and provincial levels

2.4.8 Monitor and evaluate national, provincial education and district education plans performances 

2.4.9 Facilitate, coordinate and manage international, national and provincial seminars and conferences

2.4.10 Must possess statistical analysis using SPSS, Excel and Excess software or any other appropriate data analysis tools.
