Designation : MONITORING & EVALUATION OFFICER (Code- EDU23-00551)

Job Description / Responsibilities:

1.Principal Accountabilities:

1.1 Design, plan, manage and coordinate assigned monitoring and evaluation programs consistent with the Department’s priorities

1.2 Design, plan and evaluate DOE policies performance against the stated goals

1.3 Design, plan and develop monitoring and evaluation plans, frameworks and specifications.

1.4 Performance reporting to executive managers on the performance of policies, projects and programs

1.5 Monitor and evaluate programs, projects and policies at the national and provincial levels

1.6 Monitor and evaluate national, provincial and district education plans performances 

2.QUALIFICATION, EXPERIENCE, KNOWLEDGE, SKILLS

2.1 Qualifications

2.1.1 The incumbent should possess a university degree, preferably in education or equivalent, extensive investigative M&E and research skills. 

2.1.2 Preferably a trained teacher in a recognised institution with M&E and research component in the course work. 

2.1.3 A candidate with post graduate research or M&E based degree is desirable. 

2.2 Experiences

2.2.1 Two to five years’ broad work experiences in education including classroom teaching experiences both in rural and urban schools. The incumbent must demonstrate evidence of M&E and research activities is highly desirable.

2.3 Knowledge

2.3.1 Have sufficient knowledge of PNG Education System, education policies, education reform and government reform programs. 

2.3.2 Have sound knowledge of different M&E approaches and methodologies

2.3.3 Broad knowledge and understanding of statistical functions and analysis

2.3.4 Understands information sources, data collection, data analysis and reporting strategies

2.3.5 Understand effective communication approach and strategies

2.3.6 Understand effective consensus building, team management and negotiation skills

2.3.7 Recognises and understands cultural diversity 

2.3.8 Knowledge and understanding of PNG education system, education legislation, educational policy and educational reform

2.3.9 Sound knowledge of the Public Finance Management Act and General Orders

2.4 Skills 

2.4.1 Skills in expressing ideas both in verbal and written forms

2.4.2 Organise time and resources efficiently and effectively with a range of people

2.4.3 Ability to work with minimum supervision

2.4.4 Must have strong interpersonal communication skills (listening, empathy and respecting officer’s views)

2.4.5 Proficient in computing, data analysis of collected data and analytical writing skills

2.4.6 Extensive ability to negotiate, liaise with other divisions and organisations

2.4.7 Extensive experience in working in teams

2.4.8 Leadership and management of assigned M&E work

2.4.9 Working under pressure and meeting datelines

2.4.10 Supervision, facilitation and coordination of outsourced M&E studies
