Designation : ASSISTANT SECRETARY - EMIS (APPLICATIONS) (Code- EDU23-00552)
1.1 Support the Data Quality & Analysts lead the process improvement process improvement efforts to advance branches data management processes to produce reliable, accurate data on a timely basis.
1.2 Perform major trend analysis of all major programs within the general education sector and update each year. Collate, disseminate and perform data analysis and determine the trend in the following sectors and programs. Enrolment (including staffing) in community schools, national high schools, technical colleges and teacher’s colleges.
1.3 Produce education indicators from the processed data; provide information and education statistics to stakeholders in graphical (pictorial) form.
1.4 Conduct regular briefing with senior executives on the current trends of all major programs and to highlight key points discovered during the data analysis process.
1.5 Initiate, develop and police policy guidelines affecting collection, collation, storage processing and dissemination of National Department of Education (NDoE) information for public or private use.
2.QUALIFICATIONS, EXPERIENCE, KNOWLEDGE AND SKILLS:
2.1.1 Bachelor degree in science with major in mathematics is preferable.
2.1.2 Diploma in computing is desirable and or the minimum of a diploma in statistics.
2.2.1 Demonstrated work experience in statistical environment preferable on education statistics for three to five years.
2.2.2 Demonstrated work experience generating statistics using desktop software and a sound aptitude for management information system is essential.
2.2.3 Sound administrative and leadership qualities recommended.
2.3.1 Proficient knowledge about international of educational indicators.
2.3.2 In-depth knowledge of quantitative, qualitative and inference statistics.
2.4.1 Highly numerate.
2.4.2 Proficient oral and written communication skills.
2.4.3 Ability to lead a team and evaluate subordinate’s performance and development.
2.4.4 Must have a high level of interpersonal and communication skills.
2.4.5 Computer literate.
2.4.6 Common spreadsheet competency.
2.4.7 In-depth understanding of at least one statistical software package such as SPSS, SAS or STATA.
2.4.8 Proficient in interrogating relational databases using software packages such as Oracle Discoverer or similar Microsoft SQL Server packages.
