Designation : ASSISTANT SECRETARY - WASH & SCHOOL SELF RELIANCE COORDINATION (Code- EDU23-00566)

Job Description / Responsibilities:

1. PRINCIPLE ACCOUNTABILITIES
1.1 Plan and coordinate all DoE programs for education policy programs and projects consistent with the Department’s priorities relating to WASH and School Self Reliance programs in Schools
1.2 Plan and coordinate general monitoring of WASH and School Self Reliance activities according to the Departments priorities
1.3 Plan and coordinate research & monitoring activities as directed by the Department
1.4 Ensure the that all DoE key performance indicators performance are reported annually
1.5 Ensure the reports produced are disseminated to relevant authorities on timely basis
1.6 Liaise with the Divisions and Branches in identifying program monitoring needs and information analysis are being met
1.7 Ensure that DoE Performance Assessment Framework (PAF) findings are disseminated to relevant divisions and branches in an appropriate manner
1.8 Incorporate Gender Equity and Social Inclusion Principles and Values of Honesty, Integrity, Accountability, Respect, Wisdom and Responsibility in programs, activities and initiatives to foster positive work ethics.

2. QUALIFICATIONS, EXPERIENCES, KNOWLEDGE AND SKILLS
2.1 Qualifications
2.1.1 University Degree in Education, Social Works or Project Management.
2.1.2 Post graduate qualification with emphasis on Educational Research
2.1.3 Must have a teaching background or equivalent
2.2 Work Experience
2.2.1 At Least five (5) years’ experience in integrated WASH and School Self Reliance programs design, Implementation, management and evaluation, and working with an NGO or international agency in the field.
2.2.2 Must demonstrate evidence of research, monitoring and evaluation and middle management experience is highly desirable.
2.3 Knowledge
2.3.1 Essential technical knowledge of theories, principles and methods in one or more of the following areas: Communication for behavior change, WASH in schools, community based WASH and School Self Reliance programme management, appropriate technologies for community based water supply, sanitation and hygiene.
2.3.2 Thorough knowledge of PNG national education system, education legislation , educational policy and educational reform
2.3.3 Must have thorough knowledge of PNG culture, history, people and languages with international literature and best practices
2.3.4 Sound knowledge of the Public Finance Management Act and General Orders
2.4 Skills
2.4.1 Planning, conducting, evaluating and making proposals
2.4.2 Planning and Budgeting skills, negotiation and leadership skills
2.4.3 Excellent verbal and written communication skills and computer literate
2.4.4 Must have high level research skills to conduct and present findings (for example, into pressing issues that affect quality of Early Childhood Teacher Training and quality of learning in schools).
2.4.5 Computer literate in MS word and Excel or MS Office applications.
2.4.6 Excellent inter-personal skills
2.4.7 Must be able to lead and develop successful team building within the division and the provinces.
