Designation : ASSISTANT SECRETARY - STRATEGIC PLANNING (Code- EDU25-01669)

Job Description / Responsibilities:

1. PRINCIPAL ACCOUNTABILITIES

1.1 Ensure DoE divisions/province/districts are supported in completing, implementing and planning their operational and financial plans by coordinating staff within the unit to assist different offices.

1.2 Facilitate in the coordination of NDOE consultative process and provincial/districts plans and monitoring of the current NEP.

1.3 Assist in the development of policy guidelines for the implementation of the education reform program in response to the current education plans.

1.4 Support and Liaise closely with the RSPMAs and UBE Regional Officers in running of workshops for provincial/district education officers involved with planning and management of the education system at the sub national level.

1.5 Conduct induction programs and facilitate Education training and development at sub national  level and other issues relating to human resources/capacity development.

1.6 Mentor, train and supervise staff to improve their performance.

1.7 Provide regular constructive feedback on staff work performance, both formally and informally based on agreed tasks and key performance indicators.

1.8 Incorporate Gender Equity and Social Inclusion principles and values of honesty, accountability, respect, wisdom and responsibility in programs, activities and initiatives to foster positive work ethics.

 

2. QUALIFICATION, KNOWLEDGE, SKILLS AND EXPERIENCE 

2.1 Qualification

2.1.1 Satisfactory completion of Degree in Education. 

2.1.2 Further, relevant post-graduate qualification in education planning or monitoring is highly preferable.

2.2 Knowledge

2.2.1 Proven knowledge of the PNG education system and the requirements of the NEP in respect of planning and monitoring.

2.2.2 Knowledge of the PFMA, and the PSGO.

2.2.3 Knowledge of the NEP, UBE and other sector plans.

2.2.4 Knowledge of the governments’ macro plans; Vision 2050, PNG DSP 2010-2030 and MTDP.

2.2.5 Knowledge of management principles and practices.

2.3 Skills

2.3.1 Leadership skills in motivating and influencing others to obtain results.

2.3.2 Proven proficiency in education planning and management. 

2.3.3 Computer literate in (Word, Excel Power Point and Internet).  

2.3.4 Excellent communication skills, both oral and written.

2.3.5 Ability to plan and organize staff and resources to achieve results.

2.4 Work Experience

2.4.1 Five (5) – ten (10) years’ experience in Education administration at a middle management level. 

2.4.2 Further three (3) – five (5) years’ experience in education planning at national, provincial or district level is an advantage.
