Designation : SENIOR ADMINISTRATION OFFICER (Code- EDU25-01147)
1. PRINCIPLE ACCOUNTABILITIES
1.1 Manage and control all financial and other available resources are used for the intended purpose of the Division
1.2 Preparation and presentation of the Annual Budget Estimates to the Budget Branch in consultation with the First Assistant Secretary and other Branch Heads of the Division.
1.3 Prepare the Quarterly Budget Review Reports on the expenditure of the allocated funds and present them at the Budget Review Committee meetings.
1.4 Ensure that procurement procedures are followed prior to the authorization of expenditure to commit public funds and disposition of Divisional properties.
1.5 Maintain and improve operational strategies in the Divisional Administration to meet Standards Officers requirements.
1.6 Monitor and control Divisional Expenditure and disseminate reports to Branch Heads as required.
1.7 Liaise closely with Assistant Secretaries on all matters pertaining to Operational funds, and operational assets in the Division and Regions.
1.8 Develop plans and strategies that will be used to seek Donor Funding.
1.9 Ensure Head Quarter and field officers are assisted in their work by providing necessary resources.
1.10 Incorporate Gender Equity and Social Inclusion Principles and Values of Honesty, Integrity, Accountability, Respect, Wisdom and Responsibility in programs, activities and initiatives to foster positive work ethics.
2. QUALIFICATIONS, EXPERIENCES, KNOWLEDGE AND SKILLS
2.1 Qualification:
2.1.1 Degree in Accounting
2.1.2 or Degree in Business Administration is preferable
2.1.3 Degree in Education is advantageous
2.2 Knowledge:
2.2.1 Sound knowledge of National and Provincial Educational policies and issues on Educational development, in particular for Vocational, Training and SME needs.
2.2.2 Thorough understanding of the processes and practices on guidance and counselling services.
2.2.3 Have sound knowledge on the Public Service Management Act and Finance Management Act
2.2.4 Sound knowledge of the budgetary processes and accounting processes.
2.3 Skills:
2.3.1 Must possess sound leadership skills;
2.3.2 Initiate; tact & discretion and strong organisational and supervisory skills.
2.3.3 Oral and written communication skills
2.3.4 Financial planning and budgeting skills
2.3.5 Research and analytical skills desirable.
2.4 Work Experience:
2.4.1 Relevant experience in the professional and administrative supervision of personnel.
2.4.2 Proven administrative and planning ability of a high order.
2.4.3 Must have had sound experience as a teacher and a successful school administrator.
2.4.4 Relevant experience as a successful Regional or SME officer.
