Designation : ASSISTANT SECRETARY - HUMAN RESOURCE ADMINISTRATION (Code- EDU23-00602)

Job Description / Responsibilities:

1. PRINCIPLE ACCOUNTABILITIES   

1.1. Supervise and coordinate internal and external advertisement and ensure to seek approval from divisional head and the department head to advertise.

1.2. Responsible to liaise with DPM to seek approval for internal and external advertisement.

1.3 Oversee and ensure advertisements are advertised in the national media or doe website/ intranet on time.

1.4. Manage and coordinate recruitment and selection exercise for DoE Head Office positions and non-citizen teaching positions.

1.5. Facilitate Orientation process of new recruits and provide kit to new recruits upon resumption.  

1.6. Responsible to establish good employment relations between the department and the staff.

1.7. Responsible to organize disciplinary meetings and manage disciplinary matters.

1.8. Providing advice to disciplined DoE officers and Disciplinary Committee in compliance to the requirements of Disciplinary policy and the Public Service General Order.

1.9. Provide advice on industrial human resource matters relating to work.

1.10. Responsible to provide advice on human resource business process reengineering for good performance and improvement. 

1.11. Advise on career pathway of the staff from recruitment, provisional and permanency.

2. QUALIFICATIONS, KNOWLEDGE, SKILLS, WORK EXPERIENCES

 2.1. Qualification

2.1.1. Bachelor’s Degree qualification in Human Resource Management or Administration. A relevant Bachelor’s Degree in Education or Arts is preferable.

2.1.2. Post graduate or Master’s Degree in related field is preferable.

2.2. Knowledge

2.2.1. Sound knowledge of the principles of Recruitment & Selection, staff Discipline & Performance and Industrial Relations matters.

2.2.2. Knowledge of the sections of the General Order dealing with Recruitment and selections, staff discipline and performance.

2.2.3. Knowledge of Public Finance Management Act, TSC Act, Public Service General Order, Education Act and Employment Laws (Labor Laws).

2.3. Skills

2.3.1. Ability to manage activities using planning and organisation skills to meet dead deadlines.

2.3.2. Demonstrated experience in one or more areas of expertise relating recruitment & selection, industrial relations, staff discipline and performance. 

2.3.3. Ability to interact with officers in and outside of the department.

2.3.4. Ability to lead and build success team.

2.3.5. Excellent communication skills, both oral and written.

2.3.6. Ability to take initiatives in the work area. 

2.3.7. Computer literate, especially in Microsoft Word

2.4. Working Experience

2.4.1. Minimum of 5 years supervisory experience in human resource management, Administration or similar role.
