Job Description / Responsibilities:

1.PRINCIPAL ACCOUNTABILITIES:

1.1 Consult the Directorate’s Annual Operational Financial Plans (AOFP) for the major activities and the respective Managers of the Divisions to prepare and submit and the following;

1.2 Monthly cash –flow projections to the Financial and Administration Division for prompt release to allow the Division to conduct its business.

1.3 Produce quarterly Budget Review reports for the activities against budget allocation and seek redress where necessary.

1.4 Coordinate and compile Annual Budget estimates for the Directorate and Division for the following year.

1.5 Plan and coordinate annual work plans for the Division against policies and programs, allocate resources, identify key result areas where realistic outputs are expected through course of implementation, review and provide reports.

1.6 Ensure that an effective and efficient records management system is maintained and applied for purposes of retrieval work purposes. 

1.7 Incorporate Gender Equity and Social Inclusion Principles and Values of Honesty, Integrity, Accountability, Respect, Wisdom and Responsibility in programs, activities and initiatives to foster positive work ethics.

2.QUALIFICATION, EXPERIENCE, KNOWLEDGE SKILLS

2.1 Qualification:

2.1.1 Diploma or Degree in Office/ Business Administration or related field of competence from a recognized Institution. A relevant degree in Business or Arts is preferable. 

2.2 Experience:

2.2.1 Five (5) to eight (8) years of working experience in the Public Service with experience in accounting /budgeting/ management and/ or administration roles. Past experience in similar role will be advantageous.

2.3 Knowledge:

2.3.1 Tender & Suppliers Rules, Regulations and Guidelines

2.3.2 Public Finance Management Act and Education Act.

2.3.3 Public Service General Orders.

2.3.4 UNESCO Constitution Treaties and Conventions, Agreements/ Understandings and protocols and charter.

2.3.5 National Commission terms of reference.

2.4 Skills:

2.4.1 Ability to manage activities using     planning and organization skills to meet deadlines.

2.4.2 Excellent interpretation , analytical and innovative

2.4.3 Excellent inter-personal and personnel relationship.

2.4.4 Computer literate, especially in Microsoft Word, Excel and Access.

2.4.5 Excellent communication skills both oral and written.
