1. PRINCIPAL ACCOUNTABILITIES:
1.1 Manage and administer the defined UNESCO Constitution in accordance with the Education, International Treaties, Conventions and Agreements relating to the specific focus on Culture & Heritage Programs and GoPNG laws, regulations and policy guidelines on aspects of Cultural Heritage Programs, consistent with the GoPNG STDS (2016 – 2030) under main Vision 2050 framework.
1.2 Coordinate Culture & Heritage operations and meetings of National Sub Sector Committee(s) on a regular basis including consultations on policy matters.
1.3 Provide advice, plan, and implement Culture & Heritage Programs, plans and projects in accordance with UNESCO and GoPNG Development Goals through facilitation and cooperation between government agencies, provincial administrations and educational institutions through sustaining and facilitating Culture & Heritage Programs, sub-sector committee roles/functions.
1.4 Initiate and develop appropriate guidelines on Culture & Heritage programs along with Article 2 of the existing (1999) Memorandum of Understanding (MOU) between GoPNG and UNESCO especially in Education for All Frameworks and facilities cooperation for effective implementation by responsible agencies, institutions and organizations.
1.5 Ensure that officers review and revise programs and activities on a quarterly basis, provide realistic update on performance indicators, prepare budgetary cash flow in close consultation with the Manager – Administration to meet the planned targets of the branch in implementing its activities.
1.6 Incorporate Gender Equity and Social Inclusion Principles and Values of Honesty, Integrity, Accountability, Respect, Wisdom and Responsibility in programs, activities and initiatives to foster positive work ethics.
2.QUALIFICATION, EXPERIENCE, KNOWLEDGE & SKILLS
2.1 Qualification
2.1.1 University Degree in Environmental Science, Arts, Culture, Education, or related field of relevance from a recognized institution. A Master’s Degree is advantageous.
2.1.2 Courses in Public Policy Management & Research Techniques.
2.2 Experience
2.2.1 Five (5) to ten (10) years of working experience in the Public Service with experience in middle management roles. Experiences in managing and coordinating programmes in similar roles will be advantageous
2.3 Knowledge
2.3.1 The UNESCO Constitution
2.3.2 Adequate understanding of International Treaties, Conventions Agreements/Understandings related to Culture & Heritage.
2.3.3 Sound knowledge of Environment Act (2000), Public Finance Management Act, Conservation Areas Act, Public Service General Orders and other relevant legislations.
2.3.4 Sufficient knowledge in national government structure and functions of line ministries, as well as knowledge about cultural and social policies.
2.4 Skills
2.4.1 Effective team building and leadership attributes including inter-personal and decision making capabilities.
2.4.2 Organization, management & administrative skills.
2.4.3 Excellent interpretation, analytical and innovative research skills.
2.4.4 Excellent oral and written communication skills.
