1. PRINCIPLE ACCOUNTABILITIES
1.1. To provide strategic leadership
1.2. Implement the divisional priorities (KRA) and assess the achievement
1.3. Mobilize and manage resources
1.3. Promote and encourage team work
1.4. Monitor and provide divisional report as requested
1.5. Plan regular divisional meetings to address matters of concern
1.6. Formulate and submit divisional budget to Budget Review Committee
1.7. Formulate policies and ensure it is implemented
1.8. Administer and assist branch heads for efficiencies and effectiveness of the divisional functions
1.9. Ensure disciplinary actions are carried out effectively
1.10. Provide work progressive feedback to branch heads
1.11. Incorporate Gender Equity and Social Inclusion Principles and values of Honesty, Integrity, Accountability, Respect, Wisdom and Responsibility in programs, Activities and initiatives to foster positive work ethics.
2. QUALIFICATIONS, KNOWLEDGE, SKILLS, WORK EXPERIENCES
2.1. Qualification
2.1.1. Master’s in Human Resource Management, Administration or Management or a relevant discipline is highly preferable.
2.1.2. Master’s in Education is preferable.
2.2. Knowledge
2.2.1. Excellent knowledge of the government’s functions.
2.2.2. Extensive knowledge of the TSC Act, PSGO, PSFMA and other relevant legislative provisions.
2.2.3. In-depth understanding of PNG National Education Plan (2020-2029) and government directions in respect of education.
2.2.4. Sound knowledge of principles and practices of management and leadership.
2.3. Skills
2.3.1. Strategic management & leadership skills
2.3.2. Financial management skills
2.3.3. Research and analysis skills
2.3.4. Interpersonal skills
2.3.5. Communication skills, both written and oral
2.4. Work Experience
2.4.1. 5-10 years senior management experience in a complex and diverse organization.
