1. PRINCIPLE ACCOUNTABILITIES:
The principle accountabilities of Finance and Corporate Services are overseeing, coordinating and directing the efficient performance of Finance and Corporate Service Directorate in providing support services in Finance, Human Resources, ICT, Procurement & Logistics and Payroll Services.
1.1 Finance :
1.1.1 Budget:
1.1.1.1 Provide oversight in the formulation of annual budget for the Ministry of Education, development of expenditure plans including AOFP, Annual Management Plans, annual procurement plan and cash flows to ensure timely warrants and effective budget execution and reporting.
1.1.2 Accounts and Trust Accounts:
1.1.2.1 Oversee expenditures ensuring enforcement and compliance consistent with Public Finance Management Act and Procurement Act.
a. Payment and disbursement.
b. Finance and Physical audits.
c. Expenditure control and reports.
d. Assets registry.
1.2 Corporate Services:
1.2.1 Oversee the Departments financial, human resources, information technology, logistics, records
Management and facilitate general administration.
1.2.2 Procurement and Logistics:
1.2.2.1 Oversee the departments Logistics Support Services in Assets management and disposal,
Procure and supply of office materials and assets including Occupational Health & Safety (OHS).
1.2.3 HRM:
1.2.3.1 Oversee the enforcement and compliance of Public Service Management Act and General Orders
ensuring the departments HRM policies and programs are aligned.
1.2.4 ICT & Records :
1.2.4.1 Oversee the administration of ICT services in the department and ensuring ICT policy alignment
to DICT national ICT policy requirements.
1.3 Incorporate Gender Equity and Social Inclusion Principles and values of Honesty, Integrity, Accountability, Respect, Wisdom and responsibility in programs, activities and initiatives to foster positive work ethics.
2. QUALIFICATIONS, EXPERIENCES, KNOWLEDGE AND SKILLS:
2.1 Qualifications:
2.1.1 Master’s Degree or Doctorate qualification in Education or related field
2.1.2 Master’s in Public Policy & Management is advantage.
2.2 Work Experience:
2.2.1 Generally, 10 - 15 years’ extensive work experience at the FAS or related level.
2.2.2 Proven experience in achieving development plans and objectives.
2.2.3 Proven experience in financial and procurement management procedures.
2.2.4 Extensive senior management experience in the development of frameworks, policies, practices and strategies for a complex and diverse organization.
2.3 Knowledge:
2.3.1 Excellent understanding of government machinery.
2.3.2 Extensive knowledge of the Teaching Service Commission Act, Public Service General Order, Public Service Finance Management Act and other relevant legislative provisions.
2.3.3 Knowledge in Public Services (Management) Act, Public Services General Orders, Public Finance (Management) Act, Organic Law on Provincial and Local Governments, Administrative Guidelines and Financial Instruction
2.3.4 In-depth understanding of PNG National Education policy and government directions in respect of education.
2.3.5 Departments’ Vision, Mission, Functions, Corporate Plan and Strategic plan.
2.4 Skills:
2.4.1 Comprehensive management skills and experience, including strategic leadership, people and financial management skills to ensure the effective utilization of resources, to lead staff in the achievement of objectives and to manage conflicting priorities, timeframes and complex issues.
2.4.2 Strategic analysis, research, planning and advisory skills, combined with creative problem solving skills to enable the development of successful strategies and solutions and for making decisions/recommendations based on sound judgments.
2.4.3 Significant skills in the successful management of organizational, program and cultural change.
2.4.4 Demonstrated capacity to drive programs and initiatives to achieve high quality outcomes.
2.4.5 Outstanding oral, interpersonal and written communication skills.
2.4.6 Exceptional negotiation/advocacy skills.
2.4.7 Proven initiatives, drive with strong negotiations and interpersonal skills and ability to lead the planning and implementation of Government directives and decisions.
