Job Description / Responsibilities:

1. PRINCIPLE ACCOUNTABILITIES

1.1 Develop work plan and provide minimal supervision for the implementation of the plan.

1.2 Resolve industrial issues with Ombudsman Commission, PNGTA, TSC, PEA, and other unions.

1.3 Provide relevant HR reports to assist the PDoEs, TSC in the appointment process by ensuring

that all establishment activities are completed on time.

1.4 Assist the Supervisor to inform teachers and administrative staff in the provinces on matters

relating to employee and payroll function of changes in legislation, policies, rules and

regulations covering employee and payroll related services function.

1.5 Achieve and exceed client satisfaction by ensuring the branch provides consistent and efficient client service.

1.6 Maintain continuous consistent standard of service delivery within the section.

1.7 Incorporate Gender Equity and Social Inclusion principles and values of honesty,

accountability, respect, wisdom and responsibility in programs, activities and initiatives to foster positive work ethics.

2. QUALIFICATIONS, EXPERIENCES, KNOWLEDGE AND SKILLS

2.1 Qualification:

2.1.1 Post Graduate and or Bachelor Degree in HRM, Accounting or equivalent tertiary qualification

in related field are preferable.

2.2 Knowledge:

2.2.1 Extensive knowledge of Alesco HRM system.

2.2.2 Broad knowledge of Salary Determinations on terms and conditions of employment for citizen

and non-citizen, teachers and public servants.

2.2.3 Thorough knowledge of principles and practices of supervision and leadership.

2.2.4 Knowledge of TSC Act, PSGO, PFMA and National Education Plan (NEP) 2020-2029.

2.3 Skills:

2.3.1 Strategic management and leadership skills

2.3.2 Communication skills, both oral and written

2.3.3 Numerical and budgeting skills.

2.3.4 Report Writing Skills.

2.3.5 Interpersonal Skills.

2.3.6 Financial Management Skills.

2.3.7 Computer literate.

2.4 Work Experience:

2.4.1 3-5 years’ experience at Senior Management and Supervisory role.

2.4.2 Further experience in using a HRMIS system is highly referable.
