Job Description / Responsibilities:

1. PRINCIPLE ACCOUNTABILITIES

1.1 Verify teachers' entitlement related claims against teachers' salary files for centralized

provinces seeking for approval.

1.2 Quality check on all entitlement input forms and HR information for accurate calculations and

benefits for both centralized and decentralized provinces before entering into Alesco HRM

system after being authorized.

1.3 Processing endorsed entitlement payments for teachers ceasing employment with the

department.

1.4 Assist and promptly investigate, resolve and provide advice on teachers’ entitlement related

enquiries or correspondence.

1.5 Maintain communication with provincial payroll officers to understand and clarify teachers'

entitlement matters.

1.6 Contribute to build a positive and effective team by actively participating in the team activities

to achieve the work area goals.

1.7 Achieve and exceed client satisfaction by providing courteous, consistent and efficient client

service through performing of various processes and transactions.

1.8 Contribute to maintain performance in the work area by providing cover and relief assistance

when required on own initiative.

1.9 Incorporate Gender Equity and Social Inclusion principles and values of honesty,

accountability, respect, wisdom and responsibility in programs, activities and initiatives to

foster positive work ethics.

2. QUALIFICATIONS, EXPERIENCES AND SKILLS

2.1 Qualifications

2.1.1 Grade 12 Certificate with Diploma in Human Resource Management or Accounting.

2.2 Knowledge

2.2.1 Sound knowledge of relevant sections of Teaching Service Act.

2.2.2 Thorough understanding of teachers’ salary determinations or terms and conditions of employment.

2.2.3 Aware of TSC policies/MoAs covering teachers’ salary entitlements.

2.2.4 Sound knowledge of Alesco system.

2.2.5 Knowledge of the sections of the Public Service General Orders

2.2.6 Knowledge of Public Finance Management Act which forms the basis of the day to day

operations of the Division.

2.3 Skills

2.3.1 Work effectively as a member of a team to meet agreed deadlines.

2.3.2 High level of communication skills, both oral and written.

2.3.3 Sound analytical ability to assess issues and provide guidance in work area.

2.3.4 Ability to meet set deadlines and designated priorities in completing tasks.

2.3.5 Customer service skills.

2.3.6 Ability to take initiatives in the work area.

2.3.7 Computer literate in Microsoft Word and Excel

2.4 Work Experience

2.4.1 1-2 years HR or salary processing experience in a large organization. Experience in using Alesco

or other computerized HRMIS is highly desirable.
