Job Description / Responsibilities:

1. PRINCIPLE ACCOUNTABILITIES

1.1 Manage and provide leadership to improve in the delivery of the payroll related services.

1.2 Plan and manage HR and payroll activities meet deadlines.

1.3 Develop and monitor workflows in facilitating and implementing new processes and

procedures.

1.4 Provide advice to management on personnel and payroll related matters.

1.5 Complete specific tasks determined or directed by the Assistant Secretary – Quality Assurance & Payroll Support.

1.6 Achieve and exceed client satisfaction to provide efficient client service on payroll related matter.

1.7 Maintain standard of service delivery by ensuring staff provide assistance when required.

1.8 Incorporate Gender Equity and Social Inclusion principles and values of honesty, accountability,

respect, wisdom and responsibility in programs, activities and initiatives to foster positive work ethics.

2. QUALIFICATIONS, EXPERIENCES AND SKILLS

2.1 Qualifications

2.1.1 Diploma/Degree in Human Resource or possession of other Diploma/Degree qualification

acceptable to the Department.

2.1.2 Further qualification in computerized payroll audit is preferable.

2.2 Knowledge

2.2.1 Extensive knowledge of the functions of the Alesco HRM system.

2.2.2 Broad knowledge of teachers’ Salary Determinations and terms and conditions of employment.

2.2.3 Knowledge of the relevant sections of the PSGO relating to salaries and entitlements of

administrative staff in provinces and head office.

2.2.4 Thorough knowledge of principles and practices of effective payroll audit and quality assurance.

2.3 Skills

2.3.1 Communication skills, both oral and written

2.3.2 Sound analytical ability to assess problem areas and propose improvements.

2.3.3 Maintain confidentiality of information collected through payroll audit and quality assurance activities.

2.3.4 Being proactive in conducting payroll audit and quality assurance checks.

2.3.5 Ability to set priorities and achieve deadlines.

2.3.6 Computer literate.

2.3.7 High level Numerical skills

2.3.8 Able to work within a team and contribute to team building activities.

2.3.9 Ability to take initiatives to achieve work area goals.

2.4 Work Experience

2.4.1 Minimum of 5 years’ experience in a Senior Management role.

2.4.2 Extensive experience in conducting computerized quality assurance and payroll audit is preferable.
