Designation : DEPUTY SECRETARY - POLICY & PROVINCIAL SUPPORT DIRECTORATE (Code- EDU23-00008)

Job Description / Responsibilities:

1. PRINCIPLE ACCOUNTABILITIES

1.1 Provide strategic leadership in the development of the Departments budget estimates, ensure adequate monitoring and control is exercised over commitments and expenditure. 

1.2 Strategies / Policy / Planning 

1.2.1 Provide leadership in the development and implementation of strategies, polices, programs and innovations which reflect the Departments strategic directions.

1.3 Effective Organization Structure 

1.3.1 Drive the development of a strong organizational culture which is focused on service delivery through the development and implementation of efficient and effective organizational structures and systems.

1.4 Performance Management 

1.4.1 Provide regular constructive feedback on work performance, both formally and informally, to staff based on agreed tasks and performance indicators identified with the staff member.

1.5 Research & Evaluation

1.5.1 Provide leadership and oversight on identifying and conducting education research, monitoring & Evaluation studies, research design, and implementation of data collection using technology.

1.5.2 Oversee the disbursement of Government Tuition Fees to all eligible schools. 

1.5.3 Incorporate Gender Equity and Social Inclusion Principles and values of Honesty, Integrity, Accountability, Respect, Wisdom and responsibility in programs, activities and initiatives to foster positive work ethics.

 

2. QUALIFICATIONS, EXPERIENCES, KNOWLEDGE AND SKILLS

2.1 Qualifications

2.1.1 Master’s Degree or Doctorate qualification in Education is desirable.

2.1.2 Master’s in Public Policy and Management is advantage.

2.2 Work Experience

2.2.1 Extensive senior management experience in the development of frameworks, policies, practices and strategies for a complex and diverse organization.

2.3 Knowledge

2.3.1 Excellent understanding of the machinery of government.

2.3.2 Extensive knowledge of the Teaching Service Commission Act, Public Service General Order, Public Service Finance Management Act and other relevant legislative provisions.

2.3.3 In-depth understanding of PNG National Education policy and government directions in 

respect of education.

2.4 Skills

2.4.1 Comprehensive management skills and experience, including strategic leadership, people and financial management skills to ensure the effective utilization of resources, to lead staff in the achievement of objectives and to manage conflicting priorities, timeframes and complex issues.  

2.4.2 Strategic analysis, research, planning and advisory skills, combined with creative problem solving skills to enable the development of successful strategies and solutions and for making decisions/recommendations based on sound judgments.  

2.4.3 Significant skills in the successful management of organizational, program and cultural change.

2.4.4 Demonstrated capacity to drive programs and initiatives to achieve high quality outcomes.

2.4.5 Outstanding oral, interpersonal and written communication skills.

2.4.6 Exceptional negotiation/advocacy skills.
