1. PRINCIPLE ACCOUNTABILITIES
1.1 To assist in overseeing the co-ordination of the work of Executive Unit Operations which includes reporting to and working in consultation with the Director-Administrative Services.
1.2 To prepare and monitor the budget estimates and expenditures of the Executive Units and Minister’s Office; and accordingly provide monthly and quarterly budget review reports as required.
1.3 To monitor and accurately update the Manpower Establishment Table for the Executive Unit in consultation with relevant divisions and branches of the Department and accordingly provide regular up-to-date reports as required.
1.4 In consultation with the Director-Administrative Services and the Executive Unit’s leaders, allocate resources to various units in the Executive Unit.
1.5 To ensure effective handling of all personnel matters of staff in Executive Unit.
1.6 To ensure efficient and effective handling of all requests for travel and related arrangements for staff of Executive Unit.
1.7 To assist in all logistic arrangements for Education Secretary’s Conferences and others which may occur from time to time.
1.8 Provide supervision, training and assessment of subordinate staff.
1.9 Perform other duties as delegated and directed by Director-Administrative Services, consistent with the above.

2. QUALIFICATIONS, EXPERIENCES, KNOWLEDGE AND SKILLS
2.1 Qualifications
2.1.1 Degree in Education, Business Management, Commerce, Accounting or other relevant qualification.
2.2 Work Experience
2.2.1 Demonstrated administrative ability and experience of accounting/budgeting procedures in government agencies, preferably in a large educational institution is essential.
2.3 Knowledge
2.3.1 The Education system and its functions and policies.
2.3.2 Knowledge of the sections of the Public Service General Orders
2.3.3 Knowledge of Public Finance Management Act which forms the basis of the day to day operations of the Division.
2.4 Skills
2.4.1 Proven evidence of communication skills (analytical, oral, and written) and personal qualities of high order.
2.4.2 Demonstrated administrative and financial management skills.
2.4.3 Ability to train and supervise staff with proven leadership qualities.
