Job Description / Responsibilities:

1. PRINCIPLE ACCOUNTABILITIES

1.1. Participate in the review of the Gender Equity, HIV/AIDS, and other cross-cutting Issues policy and implementation plans to meet changing needs, including arranging stakeholder consultations at the provincial level.

1.2. Develop and actively distribute operational guidelines to enable provinces to implement the Gender Equity, HIV/AIDS, and other cross-cutting Issues programs.

1.3. Develop, implement, and assess awareness programs for staff in the Department of Education (DoE) to ensure staff make positive contributions to PNG's national response to Gender Equity, HIV/AIDS, and other cross-cutting Issues.

1.4. Secure and supply Gender, HIV/AIDS, and other cross-cutting Issues resource materials to DoE and the provinces for distribution to districts and schools.

1.5. Develop, review, and assess the Gender Equity, HIV/AIDS, and other cross-cutting Issues management and promotion plans for schools and districts.

1.6. Provide leadership and direct program support to provincial and school-level program development through project conceptualization for Gender Equity, HIV/AIDS, and other cross-cutting Issues.

1.7. Provide technical and management support to Gender Equity, HIV/AIDS, and other cross-cutting Issues projects and the implementation of their activities across the sector.

1.8. Collaborate with donor agencies, development partners, and colleague organizations to advance DoE Gender Equity, HIV/AIDS, and other cross-cutting Issues programs nationally. Represent DoE at meetings with outside organizations, including project partners, collaborators, and donors.

1.9. Incorporate Gender Equity and Social Inclusion Principles and values of Honesty, Integrity, Accountability, Respect, Wisdom, and Responsibility in programs, activities, and initiatives to foster positive work ethics.

2. QUALIFICATIONS, KNOWLEDGE, SKILLS, WORK EXPERIENCES

2.1. Qualification

2.1.1. Relevant Bachelor Degree in Education or Arts or a related field.

2.2. Knowledge

2.2.1. Proficiency in one or more areas of expertise related to gender equity, including but not limited to discrimination prevention, project management, behavior change communication, training, monitoring and evaluation.

2.2.2. Demonstrated ability in program development (including proposal development) and promoting organizational visibility (publishing journal articles, giving presentations, etc.).

2.2.3. Demonstrated ability to work effectively in a multi-site organization and in a team-based structure.

2.2.4. Demonstrated leadership abilities, including proven conflict resolution skills. Supervisory and/or mentoring experience is desired.

2.2.5. Demonstrated ability to interact and negotiate effectively with donor agencies.

2.3. Skills

2.3.1. Excellent communication skills, both oral and written.

2.3.2. Computer literacy.

2.3.3. Ability to develop and implement gender policies and programs.

2.3.4. Effective team member.

2.4. Work Experience

2.4.1. At least 5-8 years of relevant experience.
