1. PRINCIPLE ACCOUNTABILITIES
1.1. Encourage DoE staff to be proactive in performing their duties and responsibilities through counseling and pastoral services.
1.2. Organize and lead in religious activities in the department.
1.3. Plan and develop strategic initiatives and policies that deal with mental health and well-being issues and improve work performance.
1.4. Provide advice and guidance to DoE officers to overcome obstacles that prevent them from performing their duties well and lead them to live a happy life.
1.5. Provide guidance and advice to DoE staff to deal with complicated feelings and situations that contribute to poor/low work performance.
1.6. Advise and report to Assistant Secretary – Staff Support Services.
1.7. Maintain accurate records and files of counseling and pastoral-related matters.
1.8. Plan, organize, and facilitate counseling or pastoral meetings.
1.9. Maintain work performance in the branch and division by assisting other officers to complete other tasks when required.
1.10. Incorporate Gender Equity and Social Inclusion Principles and values of Honesty, Integrity, Accountability, Respect, Wisdom, and Responsibility in programs, activities, and initiatives to foster positive work ethics.
2. QUALIFICATIONS, KNOWLEDGE, SKILLS, WORK EXPERIENCES
2.1.1. Diploma or Degree qualification in Counseling, Pastoral, Education, Human Resource, or Administration.
2.2.1. Sound knowledge of Gender Equity & Social Inclusion Policy and Procedures.
2.2.2. Knowledge of the sections of the Public Service General Order dealing with staff welfare, discipline, etc.
2.2.3. Knowledge of guidance and counseling.
2.3.1. Interpersonal skills.
2.3.2. Listening skills.
2.3.3. Counseling skills.
2.3.4. Pastoral skills.
2.3.5. Excellent communication skills, both oral and written.
2.3.6. Ability to take initiatives in the work area.
2.3.7. Computer literate, especially in Microsoft applications – Word, Excel, PowerPoint, etc.
2.4. Work Experience
2.4.1. 4-8 years’ experience in counseling or pastoral or in a human resource area or a similar role.
