Designation : ASSISTANT SECRETARY - STAFF SUPPORT SERVICES (Code- EDU23-00803)

Job Description / Responsibilities:

1. PRINCIPLE ACCOUNTABILITIES

1.1. Ensure staff welfare is facilitated through retirement, resignation, deceased, and nambawan superannuation fund.

1.2. Ensure the physical work environment does not present risks to the health, safety, and well-being of DoE officers.

1.3. Ensure to have a positive workplace culture that is respectful, courteous, fair and that values DoE staff from their diverse background.

1.4. Liaise and seek management approval for implementation of support services initiatives to improve service delivery.

1.5. Manage all leave fares for public servants in the Department and non-citizen contract officers teaching in High/Secondary, National and VET Institutes.

1.6. Ensure to manage and monitor Leave matters for DoE staff and non-citizen through MyLeave Management System Application.

1.7. Ensure all leave types requests for DoE staff and non-citizen contract officers are in line with the Public Service General Order, Policies and procedures are in full compliance.

1.8. Responsible to provide report and advice to the FAS and the management on the different types of leave and other staff support services matters.

1.9. Ensure and encourage storage and retrieval system in hard or soft format of work documents, reports, forms, etc. are manage well.

1.10. Assist FAS to formulate an annual expenditure budget for the division.

1.11. Respond to management/staff queries on support services by providing accurate and relevant advice.

1.12. Ensure successful achievement of support services activities by providing leadership and managing the responsibilities of the branch.

1.13. Improve staff performance by providing regular feedback on work performance and building staff morale.

1.14. Maintain work performance in the branch or division by identifying priorities and work volume and delegate responsibilities accordingly.

1.15. Incorporate Gender Equity and Social Inclusion Principles and values of Honesty, Integrity, Accountability, Respect, Wisdom, and Responsibility in programs, Activities, and initiatives to foster positive work ethics.

2. QUALIFICATIONS, KNOWLEDGE, SKILLS, WORK EXPERIENCES

2.1. Qualification

2.1.1. Bachelor’s Degree qualification in Human Resource or Administration. A relevant Bachelor’s Degree in Education or Arts is preferable.

2.1.2. Postgraduate or Master’s Degree in a related field is highly preferable.

2.2. Knowledge

2.2.1. Sound knowledge of the principles of welfare, Occupational Health and Safety.

2.2.2. Knowledge of the sections of the General Order dealing with Leave Management and Gender Equality & Social Inclusive.

2.2.3. Knowledge of Public Finance Management Act, TSC Act, Public Service General Order, Education Act.

2.3. Skills

2.3.1. Ability to manage activities using planning and organization skills to meet deadlines.

2.3.2. Demonstrated experience in one or more areas of expertise relating to welfare, occupational health and safety, and staff leave.

2.3.3. Ability to interact with officers in and outside of the department.

2.3.4. Ability to lead and build a successful team.

2.3.5. Excellent communication skills, both oral and written.

2.3.6. Ability to take initiatives in the work area.

2.3.7. Computer literate, especially in Microsoft Word.

2.4. Work Experience

2.4.1. Minimum of 5 years’ experience in the human resource area or middle management role.
