Designation : FIRST ASSISTANT SECRETARY - ICT (Code- EDU23-00846)

Job Description / Responsibilities:

PRINCIPAL ACCOUNTABILITIES:

1.1    Provide strategic leadership in the development of strategies to provide quality ICT services and infrastructure by liaising with the ICT branch managers, ICT service providers and management team.

1.2 Provide visionary leadership to ensure the division achieves its divisional objectives by securing adequate funding and determining and implementing annual priorities and the AMP, including on reporting on achievement of performing targets.

1.3 Incorporate Gender Equity and Social Inclusion Principles and values of Honesty, Integrity, Accountability, Respect, Wisdom and Responsibility in programs, Activities and initiatives to foster positive work ethics. 

2. QUALIFICATION, KNOWLEDGE, SKILLS, AND EXPERIENCE:

2.1. Qualification:

2.1.1. Grade 12 level of qualification

2.1.2. Tertiary qualification in ICT with further qualification in Education Administration or related areas.

2.1.3. Completion of a Master’s Degree or Doctorate qualification in related areas is highly desirable.

2.2. Knowledge:

2.2.1. Excellent understanding of the business processes and procedures of the government machinery.

2.2.2. Extensive knowledge of the Education Act, TSC Act, PSGO, PSFMA and other relevant legislative provisions.

2.2.3. In-depth understanding of PNG National Education Plan, UBE Plan, and the Government’s agenda on education.

2.2.4. Sound knowledge of ICT systems including databases, cloud solutions, network and communication solutions, internet and web based applications and server infrastructure, data analysis.

2.2.5. Sound knowledge of principles and practices of management and leadership.

2.2.6. Knowledge of financial management and government budgeting.

2.3. Skills:

2.3.1. Comprehensive management skills and leadership, including strategic leadership, people and financial management skills to ensure the effective utilization of resources, to lead staff in the achievement of objectives and to manage conflicting priorities, timeframes and complex issues.

2.3.2. Demonstrate capacity in program development and implementation through leading staff in the achievement of achievable quality outcomes and to manage conflicts, priorities and timeframes.

2.3.3. Exceptional analytical skills in the successful organizational management, program and cultural change.

2.3.4. Exceptional oral presentation, interpersonal and written communication skills.

2.3.5. Exceptional negotiation/advocacy skills.

2.4. Experience:

2.4.1. Eight (8) – fifteen (15) years’ senior management work experience in a complex and diverse   organization with previous management experience in managing ICT services will be highly desirable.
