Designation : ASSISTANT TECHNICAL OFFICER - SYSTEMS & APPLICATIONS (Code- EDU23-00856)

Job Description / Responsibilities:

1. PRINCIPAL ACCOUNTABILITIES:

1.1. Assist in the planning, designing, testing and implementing of the operations of databases and applications

1.2. Work as a team to assist and ensure operation of the databases and applications maintained efficiently.

1.3. Other database services and related services are supported and maintained.

1.4. Ensure the support and development arrangements on all technology components of the Education databases, systems and systems are implemented efficiently and effectively at national and subnational levels.

1.5. Assist users via various platforms to utilized Education databases and application to collect relevant data for various education needs. 

1.6. Manage client queries and take responsibility.

1.7. Carry out other duties, consistent with the above.

1.8. Incorporate Gender Equity and Social Inclusion Principles and values of Honesty, Integrity, Accountability, Respect, Wisdom and Responsibility in programs, Activities and initiatives to foster positive work ethics.

2. QUALIFICATION, KNOWLEDGE, SKILLS, AND EXPERIENCE:

2.1. Qualification:

2.1.1. Grade 12 level of education

2.1.2. Diploma or Bachelor Degree in Information Communication & Technology or show tertiary ability and experience to perform on the job. 

2.1.3. Relevant qualification in Database administration and programming, successful completion of industry based courses in Oracle, MSQL, Mongo DB, Web application, mobile applications

2.2. Knowledge:

2.2.1. Have up to date knowledge of relevant information and standards of the Information and Communication Technology industry.

2.2.2. Ability to research solutions and document procedures.

2.3. Skills:

2.3.1. Must have good information and communication technology skills, and able to work with minimum supervision.

2.3.2. Assist to design, build, implement and maintain new databases or upgrade/enhance existing applications in line with specifications using a combination of programming techniques and database design software.

2.3.3. Assist in the construction of databases and applications accessible to the Ministry of Education Staff as well as staff at PDoEs and DEOs.

2.4. Experience:

2.4.1. Minimum of 2 - 3 years’ experience in a similar environment of Information and Communication Technology.

2.4.2. Implementing databases, web applications, business process automation and management as an Information Technology professional.
