Designation : TECHNICAL OFFICER - SYSTEM & APPLICATIONS (Code- EDU23-00857)
1. PRINCIPAL ACCOUNTABILITIES:
1.1. Assist in the planning, designing, testing and implementing databases and applications for the Ministry of Education.
1.2. Maintain and enhance the Department centralized database
1.3. Document procedures and processes for users on database and application on premises and in the cloud.
1.4. Ensure the support and development arrangements on all technology components of the websites and intranet/portal is implemented efficiently and effectively.
1.5. Assist database and application users with training and application access.
1.6. Requires consultation with all stakeholders including ICT service providers in implementing ICT projects both as a services and or infrastructure through the branch or the Divisions.
1.7. Manage client enquiries and take ownership
1.8. Carry out other duties, consistent with the above.

2. QUALIFICATION, KNOWLEDGE, SKILLS, AND EXPERIENCE:
2.1.1. Bachelor Degree in Information Communication & Technology or show tertiary ability and experience to perform on the job.
2.1.2. Relevant qualification in database and applications development technologies plus, successful completion of industry based courses in Oracle Management and administration, MSQL, Oracle Apex, PhP, Database Security, HTML5, Mongo DB, Java, other relevant DB platforms.
2.1.3. Must be a member of a recognized Information Technology body, which may be acceptable to the Public Service.
2.2.1. Have up to date knowledge of relevant information and standards of the Information and Communication Technology industry.
2.2.2. Relevant knowledge, information and standards of the Information and Communication Technology industry.
2.2.3. Have relevant knowledge on ICT industry standards and practices relevant for this position (e.g. database designing, report generation, dashboards designs, workflow crafting, and database maintenance).
2.2.4. Ability to research solutions and document procedures.
2.3.1. Must have good information and communication technology skills, and able to work with minimum supervision.
2.3.2. Assist to design, build, implement and maintain new or enhance existing databases, applications or systems, in line with specifications using a combination of programming techniques and database design software.
2.3.3. Assist employees to personalize content.
2.3.4. Develop interactive databases and dashboards for ease of data interpretation and decision making.
2.3.5. Database programming and cloud computing including AI
2.4.1. Minimum of 3 - 5 years’ experience in a similar environment of Information and Communication Technology.
2.4.2. Design, development, Implementing, managing and administrating databases, web applications, business process automation in a large organisation as an Information Technology professional.
