Designation : PROCUREMENT OFFICER - SPECIAL PROJECTS (Code- EDU23-00882)
1.PRINCIPLE ACCOUNTABILITIES
1.1 Provide assistance in developing DoE Consolidated Procurement Plan – Special Projects by conducting consultations with DoE Divisions and Procurement Assistant Secretaries.
1.2 Assist and Ensure transparency, efficiency and Value for Money in procurement of Special Projects for DoE by handling major procurements of Special Projects valued above K300, 000.00 and supervising minor procurements for Special Projects below K300, 000.00 as defined in the budget line items 124, 139, 223, 224 and 239.
1.3 Ensure adequate records keeping and archiving for procurement for Special Projects are in accordance with established procedures.
1.4 Assist by actively promote the procurement function within the DoE, via raising awareness among DoE divisions.
1,5 Coordinate the development of professional specialization in procurement of Special Projects by mentoring and coaching of Branch staff.
1.6 Promote good procurement practice with due regard to sustainability, ethical purchasing standards and whole life cost.
1.7 Assist Senior Procurement Officer – Special Projects to provide leadership by conducting team building activities and motivating staff.
1.8 Ensure to maintain continuous and consistent standard of the Branch service delivery and ensure continuous service improvement through analysis of current procurement activities.
1.9 Incorporate Gender Equity and Social Inclusion Principles and values of Honesty, Integrity, Accountability, Respect, Wisdom and Responsibility in programs, Activities and initiatives to foster positive work ethics.
1.10 Liaise with other branches and external bodies to research best practice and innovative solutions in procurement.
2 QUALIFICATIONS, EXPERIENCES, KNOWLEDGE AND SKILLS
2.1 Qualification:
2.1.1 The minimum entry requirement is a Diploma or higher;
2.1.2 Diploma in Office Administration, Management, Finance or Accounting.
2.2 Knowledge:
2.2.1 Knowledge of PMFA
2.2.2 Public Service General Order
2.2.3 CSTB and DOE procurement procedures
2.2.4 Go PNG Construction and Building Standards
2.3 Skills:
2.3.1 Effective written and oral communication skills,
2.3.2 Report writing skills
