Designation : ASSISTANT SECRETARY - LOGISTICS (Code- EDU23-00897)
1.PRINCIPLE ACCOUNTABILITIES
1.1 Provide leadership by developing work targets and motivate staff to reach work plan.
1.2 Identify ways to improve administration service delivery especially in areas of logistics and records management and mail.
1.3 Monitor and ensure the prompt collection and distribution of mails and correspondence to and from department and from Post offices/DHL/TNT are recorded
1.4 Ensure DoE divisions/province/districts are supported in completing or implementing their routinal activities.
1.5 Monitor divisional operational plans by coordinating staff within the unit to assist different offices.
1.6 Budget, Purchase, manage, BOS, dispose and replace DoE vehicles according to Department Refleet and BOS Disposal Plan.
1.7 Assist in the development of policy guidelines for the implementation of the education reform program in response to the NEP (2020 – 2029).
1.8 Assist with Education development projects task as required including attending seminars, conference as when required or needed.
1.9 Lead and contribute effectively to team members and encourage cooperative and flexible practices relating to systems and service provision.
1.10 Maintain continuous and consistent standard of service delivery within the section/division by ensuring staff to provide continuous cover and relief assistance to immediate or urgent work area when required or needed.
1.11 Provide administrative leadership to ensure that the logistics service is prompted with the nature of work.
1.12 Incorporate Gender Equity and Social Inclusion Principles and values of Honesty, Integrity, Accountability, Respect, Wisdom and Responsibility in programs, Activities and initiatives to foster positive work ethics.
2.QUALIFICATIONS, EXPERIENCES, KNOWLEDGE AND SKILLS
2.1 Qualification:
2.1.1 The minimum entry requirement for this position is a Bachelor degree or higher;
2.1.2 Degree in Business Administration/Accounting or Business Management.
2.1.3 Post graduate or Master’s Degree in related field is preferable.
2.2 Knowledge:
2.2.1 Public Service Management Act,
2.2.2 General Orders,
2.2.3 Public Service Management Act,
2.2.4 Ministerial Determinations and National Contract Determinations.
2.3 Skills:
2.3.1 Administrative, Planning and Management, Supervisory and Training, Effective Human Relations, Communication, Cost Benefit Analysis, Negotiation, and Computer Literate.
2.3.2 Must have the ability to supervise with proven leadership.
2.4 Experience:
2.4.1 Minimum of five (5) years in administration and management.
2.4.2 Experience in Logistics and Fleet management.
