Designation : DIRECTOR LEGAL SERVICES (Code- EDU23-00009)

Job Description / Responsibilities:

1. PRINCIPLE ACCOUNTABILITIES

1.1 Provide legal advice to Secretary and the department to assist the department officers to make correct decisions to avoid any legal proceedings against the department.

1.2 Defend the department in a court of law against any court cases brought against the department by individuals.

1.3 Ensure any legal issues or cases reported by Ombudsman Commission or other organizations for action by the Department must be attended to promptly.

1.4 Ensure the legal unit works closely with the policy branch by assisting with the organizing and drafting of legislation, Policy amendments and NEC policy submissions, etc. on education in PNG.

1.5 Represent the Ministry/Department of Education on legal matters relating to Education.

1.6 Provide guidance and feedback to subordinates to ensure high work performance.

1.7 Incorporate Gender Equity and Social Inclusion Principles and values of Honesty, Integrity, Accountability, Respect, Wisdom and responsibility in programs, activities and initiatives to foster positive work ethics.

 

2. QUALIFICATIONS, EXPERIENCES, KNOWLEDGE AND SKILLS

2.1 Qualifications

2.1.1 Bachelor Degree in Law (LLB).

2.1.2 LTI certificate is a requirement.

2.1.3 Bachelor of Education degree is desirable.

2.2 Work Experience

2.2.1 Minimum of 5 years’ experience in law practice in management and administration.

2.2.2 Must have Public Service/ Teaching experience.

2.3 Knowledge

2.3.1 Proven extensive knowledge of PNG Education Legislation, Education System, and Government Policies including functions and operations of Parliament, NEC, National Education Board and Provincial Education Boards and their relationships with the Organic Law on Provincial and Local Level Governments.

2.4 Skills

2.4.1 Strategic management & Leadership skills

2.4.2 Financial management skills

2.4.3 Research and Analytical skills to interpret laws and legislations.

2.4.4 Interpersonal skills

2.4.5 Communication skills, both written and oral.
