Job Description / Responsibilities:

1. PRINCIPLE ACCOUNTABILITIE

1.1 To provide strategic leadership

1.2 Implement the divisional priorities (KRA) and assess the achievement

1.3 Mobilize and manage resources

1.4 Promote and encourage team work

1.5 Monitor and provide divisional report as requested

1.6 Plan regular divisional meetings to address matters of concern

1.7 Formulate and submit divisional budget to Budget Review Committee

1.8 Formulate policies and ensure it is implemented

1.9 Administer and assist branch heads for efficiencies and effectiveness of the divisional functions

1.10 Ensure disciplinary actions are carried out effectively

1.11 Provide work progressive feedback to branch heads

1.12 Planning and overseeing the financial operations of the organization. 

1.13 Directing the formulation of budgetary and accounting policies in consultation with other FAS.

1.14 Providing financial information and interpreting the implications for business performance and funding needs.

1.15 Coordinating the development, implementation and monitoring of accounting systems.

1.16 Directing the collection of financial and accounting information and the preparation of budgets, reports, forecasts and statutory returns.

1.17 Assessing capital finance proposals and the financial status of operational projects.

1.18 Advising on investment strategies, sources of funds and the distribution of earnings.

1.19 Ensure relevant financial policies and procedures are developed to assist in achieving the divisional responsibilities.

1.20 Ensure the monitoring and reporting of budget expenditure data in divisions to assist in analyzing expenditure trends in order to assist management for decision making.

1.21 Responsible for Department of Educations’ annual budget by taking responsibility for budget formulation, forecasting, estimating, submission, monitoring and reporting on the expenditure of divisional funds through the allocation of funds. 

1.22 Providing sound financial advice to all levels of management with the inclusion of Top Management Team (TMT), Secretaries Staff Members (SSM), Project and Program Managers and Budget Activity Managers including Authorized Requisition Officers (AROs) at all levels. 

 

2. QUALIFICATIONS, KNOWLEDGE, SKILLS, WORK EXPERIENCE

2.1 Qualification

2.1.1 A Minimum requirement of a Bachelor’s Degree or higher qualification in Accounting/Business Administration, Management or Economics or a relevant discipline is highly preferable. 

2.2 Knowledge

2.2.1 Excellent understanding of the machinery of government.

2.2.2 Extensive knowledge of the TSC Act, PSGO, PSFMA and other relevant legislative provisions.

2.2.3 In-depth understanding of PNG National Education Plan (2020-2029) and government directions in respect of education.

2.2.4 Sound knowledge of principles and practices of management and leadership.

2.2.5 Sound knowledge of the Budget and Financial policies and procedures and associated legislations and instructions.  

2.2.6 Wide ranging knowledge in Government Budget Processes and Systems, administration and governance procedures in all machinery of government.

2.3 Skills

2.4 Work Experience

2.4.1 5-10 years senior management experience in a complex and diverse organization. Experience of working in financial and budgeting role is preferable.
