Designation : ASSISTANT SECRETARY - BUDGET & PLANNING (Code- EDU23-00944)

Job Description / Responsibilities:

1. PRINCIPLE ACCOUNTABILITIES

1.1 Monitor and control of Revenue and Expenditure.

1.2 Oversee the whole Budget processes to ensure department is well resourced to implement its policies and plans.

1.3 Ensure to direct and provide strategic level of performance to meet set targets.

1.4 Ensure cash is made available in line with planned program or schedules and administer restraint resources according to executive directives and the corporate priorities.

1.5 Provide financial advice to all levels of management.

1.6 Responsible to consolidate the departments budgets reports by programs for both internal and external presentations.

1.6.1 12 x Central Agency Coordinating Committee (CACC), 

1.6.2 Monthly Management Reports,    

1.6.3 4 x Quarterly Budget Review reports annually,  

1.6.4 12 Internal Expenditure Control Reports for the Internal Expenditure Control Committee (IECC).

1.7 Ensure proper database of commitment and expenditures are kept.

1.8 Effective supervision of subordinate staff.

 

2. QUALIFICATIONS,  KNOWLEDGE, SKILLS, WORK EXPERIENCES

2.1 Qualification

2.1.1 Minimum requirement is Degree in Accounting, Business Management or Economics. 

2.1.2 Masters in Accounting, Business Management or Economics is highly preferable.

2.2 Knowledge

2.2.1 Sound knowledge of the current budget and financial policies and procedures as well as associated legislations and instructions. 

2.2.2 Wide knowledge in accountant/budgeting/trust administration procedures in government.

2.2.3 Sound knowledge of the Public Finance Management Act, Audits Act, Treasury audiences, regulations and instructions, and the Public Service General Orders.

2.3 Skills

2.3.1 Conceptual understanding on PGAS accounting processing system, 

2.3.2 Effective Human Relations skills, 

2.3.3 Planning and Management Skills. 

2.3.4 Supervisory Skills, 

2.3.5 High level communication both oral and written, 

2.3.6 Negotiation Skills, 

2.3.7 Numeracy Skills, 

2.3.8 Cost Benefit Analysis,

2.3.9 Computer Literate Skills including use of Microsoft office application, email and Internet.

2.4 Work Experience

2.4.1 More than 5 years’ experience in a Budget and Planning working area in Government Departments. 

2.4.2 Minimum of 5 years Administration experience at middle management level is also essential.
