Job Description / Responsibilities:

1. PRINCIPLE ACCOUNTABILITIES

1.1 Effective Monitoring and Control of Revenue and Expenditure and recommend strategic directions to ensuring the level of performances are on target and administration is effective, efficient and transparent.

1.2 Ensure Cash is made available according planned Program schedules and where there are resource restraints administer according to executive directions and the corporate priorities.

1.3 Provide financial advice to all levels of management.

1.4 Consolidation of the departments budgets reports by programs for both internal and external presentations.( 12 x Central Agency Coordinating Committee (CACC) Monthly Management Reports,    4 x Quarterly Budget Review reports annually,  12 the Internal Expenditure Control Reports for the Internal Expenditure Control Committee (IECC).

1.5 Ensure proper database of commitment and expenditures

1.6 Effective supervision of subordinate staff.

1.7 Undertake annual staff appraisal and review of branch performance to ensure that staffs are performing at fully acceptable level and recommend training were staff are performing below standard.

1.8 Annual Stock-take of Capital Assets and ensure maintenance.

1.9 Ensure the effective administration of all the Trust Accounts to reflect periodical Revenue and Expenditure Accounts accurately.

1.10 Maintain good corporate image and prudence in the administration of Government Appropriated to Division: 235.

 

2. QUALIFICATIONS,  KNOWLEDGE, SKILLS,  WORK EXPERIENCES

2.1 Qualifications

2.1.1 Grade twelve (12) qualification. 

2.1.2 Further Certificate training in Accounts or Budgets is preferable.

2.2 Knowledge

2.2.1 Wide knowledge in accountant/budgeting/trust administration procedures in government; and administration experience at middle management level also essential. 

2.2.2 Sound Knowledge of the current budget and financial policies and procedures as well as associated legislations and instructions.

2.3 Skills

2.3.1 Budget skill 

2.3.2 Cost Benefit and analysis 

2.3.3 Effective Human Relations 

2.3.4 Communication 

2.3.5 Numeracy

2.3.6 Computer literacy.

2.4 Work Experience

2.4.1 More than two years’ experience in similar positions in the Public Service sector.
