1. PRINCIPLE ACCOUNTABILITIES
1.1 Direct and control the activities of the reconciliation section ensuring prompt and correct reconciliation and the Finance and Instructions are observed.
1.2 Report regularly to the Principal Accountant on the performances of the section with special emphasis on problems relating to reconciliation.
1.3 Under limited direction, undertake research projects and conduct special investigations in particular
1.3.1 Investigate procedures where errors have occurred and recommend changes to improve efficiency and liaise closely with O&M Branch on these matters.
1.3.2 Action enquires to completion and ensures prompt reply to correspondence.
1.3.3 Provide general assistance to the Principal Accountant in fact finding and obtaining of statistics.
1.4 Spot check the accuracy of paid accounts against suppliers’ statements.
1.5 Liaise closely with the Certifying Officer and Paying Officer to identify problem areas and improve processing time.
1.6 Identify staff training needs and carry out on-the-job training as required.
1.7 Carry out other duties as directed, consistent with the above.
2. QUALIFICATIONS, KNOWLEDGE, SKILLS, WORK EXPERIENCES
2.1 Qualifications
2.1.1 Minimum Qualification, Degree in Accounting/Business Management/Commerce.
2.1.2 A Masters in Accounting/Business Management/ Commerce is highly preferable.
2.1.3 Management/Commerce with Information Technology skills is desirable.
2.2 Knowledge
2.2.1 Business and Government Accounting Procedures. Finance and Management Act. Public Service Act. General Orders. Supervisory knowledge.
2.3 Skills
2.3.1 Effective Human Relations.
2.3.2 Supervisory, Planning and Management Skills.
2.3.3 High Level of Communication, Negotiation, Numeracy skills.
2.3.4 Cost Benefit and Analysis
2.3.5 Computer Literate.
2.4 Work Experience
2.4.1 More than three (3) to four (4) years’ work experience in a supervisory role in the government finance accounting system.
