Job Description / Responsibilities:

1. PRINCIPLE ACCOUNTABILITIES

1.1 Provide leadership by developing work targets and motivate AROs or DoE staff to reach work plan.

1.2 Ensure to keep relevant internal database and files up to date in order to keep track of all requisition received and facilitated. 

1.3 Ensure requisition claims meet all the financial standard requirements; FF3/ FF4 form, quotations, contract terms & conditions, etc.

1.4 Responsible to identify ways to improve administration service delivery especially in areas of logistics and records management and mail.

1.5 Responsible to liaise with divisional AROs on any discrepancies with requisition claims.

1.6  Ensure DoE divisions/province/districts are supported in completing, implementing and monitoring their operational plans by coordinating staff within the unit to assist different offices.

1.7 Facilitate in the coordination NDOE consultative process and provincial/districts plans and monitoring of the NEP 2020-2029.

1.8 Provide assistance in the development of policy guidelines for the implementation of the education reform program in response to the NEP 2020-2029.

1.9 Support and Liaise closely with the RSPMO in running of workshops for provincial/district education officers involved with planning and management of the education system at the sub national level.

1.10 Ensure to liaise effectively with senior provincial/district education officials on all aspects of the education reform in line with NEP 2020-2029 initiatives.

1.11 Ensure develop projects and carry out assigned tasks effectively and efficiently in accordance within the divisional operational plan.

1.12 Provide assistance with Education development projects task as required including attending seminars, conference as when required.

1.13 Ensure all provincial/districts education plans are costed, edited and implemented effectively in consistent with NEP 2020-2029.

1.14 Provide advice and encourage AROs to perform their duties diligently and consistent with the Public Financial Management Act (PFMA), procedures and practices. 

1.15 Ensure to inform clients/stakeholders and supervisors by communicating on a regular basis on issues of concern regarding education planning and monitoring of NEP 2020-2029.

1.16 Liaise and follow up with Accounts branch for processing claims.

1.17 Annually prepare or compile divisional reports and submit to First Assistant Secretary – Finance on the Annual Budget Estimates for all divisions’ and units within the department.

1.18 Maintain continuous consistent standard of service delivery within the department /division by ensuring staff provide cover and relief assistance to immediate work area and the branch when required.

1.19 Lead and contribute effectively to team members and encourage cooperative and flexible best practices relating to systems and service provision.

 

2. QUALIFICATIONS, KNOWLEDGE, SKILLS, WORK EXPERIENCE

2.1 Qualification

2.1.1 Minimum Degree in Business Administration/Management/ Economics or Accounting

2.1.2 Bachelor Degree in Education or Arts is preferable.

2.1.3 Post graduate and appropriate University Degree or further qualifications in Finance studies is preferable.
