Job Description / Responsibilities:

1. PRINCIPLE ACCOUNTABILITIES

1.1 Responsible for counter advance of K5, 000.00.

1.2 Administer and coordinate the Main and Trust Drawing Accounts.

1.3 Responsible and signatory to seven (7) Accounts.

1.4 Authorize accounts for payments in accordance with appropriate sections of the Public                                                                   Finance (Control and Audit) Act and related regulations and instructions.

1.5 Liaise with the operating Divisions to monitor the accuracy of historical accounting records, and undertake cost analysis and investigations where necessary.

1.6 Provide advice on financial matters to Department staff and assist in interpretation of relevant Acts, Regulations, Instructions and Circulars.

1.7 Advice First Assistant Secretary – Finance on all financial and accounting matters.

1.8 Assist in reviewing Departmental and Financial procedures or operations particularly those highlighted as problem areas by Audit Inspections and liaise closely with O&M Branch of GAP Division to prepare submissions recommending appropriate changes in procedures.

1.9 Monitor and keep records of inventories on an asset Register and that Security of all inventories are properly maintained.

1.10 Ensure that all accounting documents and historical records of the Account payments    are properly kept during the required regulatory period until they are destroyed.

1.11 Evaluate staff performance to determine training needs and assist the SDU in preparing training courses and carry out on the job training as required.

1.12 Assess and evaluate staff performance in the Accounts Section.

1.13 Ensure that all enquires relating to Branch activities are dealt with promptly.

 

2. QUALIFICATIONS, KNOWLEDGE, SKILLS, WORK EXPERIENCES

2.1 Qualification

2.1.1 Minimum qualification of Degree or Masters in Accounting/Business Management/Commerce, 

2.1.2 Degree in Commerce/Accounting/Business Management and with Information Technology skills is desirable.

2.2 Knowledge

2.2.1 Knowledge of the government accounting system 

2.2.2 Sound knowledge of the Public Finance Management Act, Audits Act, Treasury audiences, regulations and instructions, and the Public Service General Orders.

2.3 Skills

2.3.1 Conceptual understanding on PGAS accounting processing system, 

2.3.2 Effective Human Relations skills, 

2.3.3 Planning and Management Skills. 

2.3.4 Supervisory Skills, 

2.3.5 High level communication both oral and written, 

2.3.6 Negotiation Skills, 

2.3.7 Numeracy Skills, 

2.3.8 Cost Benefit Analysis,

2.3.9 Computer Literate Skills including use of Microsoft office application, email and Internet.

2.4 Work Experience

2.4.1 5 - 10 years’ work experience as a Senior Accountant in a large organization.
